Training and intervention Mission on street gangs in Central America / 2005 - ongoing

Technical Assistance mission, El Salvador


The ICPC has been actively involved in cooperation in El Salvador, through its support for the Canadian Centre for Studies and Cooperation (CISC) as part of the technical assistance mission for the reinforcement of OCAVI (Observatorio Centroamericano de violencia). Seven countries of Central America are members of the observatory, the programme of work of which was adopted by the SICA (sistema de integración centroamericano), an intergovernmental body designed to promote integration in Latin American countries.


The intervention by the Centre focused mainly on the definition of indicators that can be used to measure the phenomena of violence, and to diversify the sources of data that will enable it to increase its ability to ascertain such facts (police and justice statistics, information from health sector, social sector, teaching institutions, and community organisations…). The programme was conducted under the framework of the programme “Fortaleciendo las políticas y las mejores prácticas de prevención de la violencia y la delincuencia juvenil en América central”. It was implemented by the Consejo Nacional de Seguridad Publica of El Salvador (CNSP) with the financial and technical assistance of the CCSC and the human safety programme of the Department of Foreign Affairs and International Trade (DFAIT). This group was present at the first international meeting of crime observatories in December in Paris. New missions of technical cooperation with
OCAVI are forecast for 2008 to consolidate the observatory and to improve the capacity to compare data between the eight countries: Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and the Dominican Republic.
