Think Global, Act Global: Confronting Global Factors that Influence Conflict and Fragility

ICPC and the OECD-DAC paper now out for consultation

This paper is part of a study sponsored by the OECD DAC’s International Network on Conflict and Fragility (INCAF) on global factors influencing the risk of conflict and fragility. This was a collegiate effort that included the production of eight thematic – peer reviewed- papers related to the overarching theme. ICPC was tasked with producing the paper on Transnational Organized Crime (TOC) with the help of Ivan Briscoe of Clingendael, the Netherlands Institute of International Relations. This paper analyses the impact of TOC on conflict and fragility. It focuses on the dynamics of TOC and its relationship to fragile and conflict-affected states, as well as on policy responses and potential entry points for new initiatives that may help tackle this problem.
