The Handbook was prepared for the United Nations Office on Drugs and Crime (UNODC) by Margaret Shaw,Director of Analysis and Exchange at ICPC.

The Handbook is one of the practical tools developed by the United Nations Office on Drugs and Crimes (UNODC) that provides support to countries in implementation of standards and norms in crime prevention and criminal justice.
