This toolkit, The Key to Safer Municipalities, is intended first and foremost for the elected members of city governments, as well as municipal managers. Its purpose is to provide support to mayors, city councillors, and the managers of municipal services in their efforts to provide a safe and peaceful environment within their jurisdiction.
