In 2004, the French organization, the Observatoire national de la délinquance et des réponses pénales (ONDRP - National Observatory of Crime and Criminal Justice Responses) developed a multi-source approach to crime statistics that goes beyond the simple analysis of crimes recorded by the police and the gendarmerie. It developed a methodological corpus to make better use of administrative statistics on crime, taking into account both their interest but also their limitations.

 

The ONDRP allows France to be among the countries using a comprehensive system based on administrative census and survey data. It is able, by comparing the results from different sources that contributed to the creation or evolution, to take stock of the phenomena of crime in the recent past.
