International Conference on School Safety and Security

Following the "International Meeting on Helping Schools Prepare for and Respond to Terrorist Attacks", the Organisation for Economic Co-operation and Development (OECD) and the United States Department of Education (USDOE) are organising an international conference on school safety and security, which will be held in Paris, France from 12 to 14 November 2003.

The purpose of this seminar is to examine how schools - in co-operation with national, regional and local governments, policy-makers, parents, community groups and local agencies, police and law enforcement officials, architects, engineers and public health and safety officials - are addressing issues of safety and security. Participants will have the opportunity to exchange knowledge and experiences of different approaches, including methods of best practice, used to ensure that schools are safe and secure places of learning. Approaches to school safety and security will be discussed primarily within the context of physical prevention of incidents and threats to school safety and security, but also within a more comprehensive framework that involves school, community, national, regional and local policies and prevention programmes addressing issues of school safety and security.

The programme will include a presentation by ICPC's Director of Analysis and Exchange, Margaret Shaw, on Comprehensive approaches to school safety and security.

The Safer Cities Programme of the United Nations Human Settlements Programme (UN-HABITAT) and eThekwini Municipality are organizing an International Conference on Sustainable Safety: Municipalities at the Crossroads in Durban, South Africa from 25 to 28 November 2003.

The objectives of this conference are to:

  • Strengthen the vision and understanding of the Safer Cities approach and the importance of sustainable safety in the context of good governance, poverty reduction, community mobilization and mounting of community outreach, information and development programmes.
  • Review Safer Cities experiences/practices and learn from the experiences of mayors, city councilors, municipal managers and key partners.
  • Promote sustainable safety as an integral part of strategic municipal planning.
  • Develop an integrated action plan for Safer Cities in Africa and other regions of the world for 2004-2006.
  • Foster the Safer Cities approach and city-to-city co-operation in the NEPAD initiative for Africa.

In October 1998, the International Conference on Crime Prevention Partnerships to Build Community Safety - Urban Safety, Safety for All - took place in Johannesburg.

The Durban Conference will deal with the following questions: Where are we five years later? What progress has been made in providing safer environments for the citizens? Have we achieved success in reducing and preventing violence and insecurity? How can we do more in the future?
