Yves Van de Vloet, Former APC ChairHe underscored the importance attached to international cooperation by the Permanent Secretariat, explaining its continued support of ICPC. Belgium’s involvement, he explained, has many benefits including:
- it stimulates debate and exchange of good practice; - it is a voluntary commitment, not one which is imposed (as at the European level for example); - it allows North-South dialogue in both directions as well exchanges between key linguistic regions of the world (English, French and Spanish).
M. de Vloet also noted with satisfaction ICPC’s insistence and constant care to articulate prevention between the various levels of government, from the local to the federal. This results in ICPC’s deep understanding of the local authorities’ role in a context of central government led policies.
Finally, he suggested that ICPC must further develop its good practices database and conduct analyses of the means and ways to better integrate preventive, policing and criminal justice interventions.
