The programme was launched in March 2004 with a meeting in Liège, while a second meeting took place in Bordeaux in June. The initiative falls in perfectly with the ICPC’s mission: to be an international forum for national governments, local authorities, public agencies, specialized institutions and non-government organizations can debate and discuss crime prevention and community safety. Knowledge, combined with actions, help enhance policies and interventions which seek to curb crime, violence and insecurity more effectively.
Second meeting in Bordeaux in June 2004

The Bordeaux meeting was a chance to learn more about the philosophy driving the initiatives undertaken in this city and to study the tools developed by the city in monitoring the problems that affect it. Representatives from institutional, community and political sectors gave presentations on the initiatives undertaken in the fight against public disturbances and insecurity related to drug addiction and prostitution in public places.
