CAVAC: a reliable network for assistance to victims, Quebec

Quebec's network for assistance to crime victims

Launched in 1998, Quebec’s crime victims Network has developed over the years. 16 CAVAC centres now provide service and assistance to crime victims across the province. CAVACs are also present in 55 municipal and higher courts. In 2003, 50,000 people benefited from the professional services provided by this organization.
 
In summary, CAVACs :
-Offer professional and targeted community and field-based services on a personal and confidential basis to crime victims, their relatives and witnesses;
-Rely on interveners who respond to the questions and the needs of victims, while trying to respect their autonomy;
-Form an organization that provides exclusively assistance to crime victims, their relatives and witnesses;
-Are composed of multidisciplinary professional teams well-known for the quality of their intervention;
-Include men and women who are professional, very competent, but who also show a human touch and empathy.

The quality of the services provided by CAVACs as well as the key role they play in the legal process has been well recognized, but there is still a need to promote the use of this resource and break up the circle of isolation for crime victims, their relatives and witnesses.
In order to achieve this objective, the government of Quebec has launched launch a promotion campaign "You are not alone!" that appears on television, in newspapers and cinemas.

Mr Martin Laroque, a comedian well-known in Quebec for his social activism agreed to take part in this campaign which aims to make Quebec residents more aware of the services offered by CAVAC. Similar promotion campaigns to the ones have been organized around the world… However, this one has its own distinctive features:
 
• The recognition by the government of Quebec of the importance of the work undertaken by CAVAC and their contribution to Quebec society is underscored through:
1. A 30 % increase in the budget by compared to the previous year. The budget is currently estimated at 7.4 million Canadian dollars.
2. The participation of the Ministry of Justice in launching the 'media' promotion campaign.
• The financial institution, Desjardins Sécurité financière, has contributed 100,000 Canadian Dollars to the campaign.
• An Quebec comedian, well-known for his social activism, participated in the promotion campaign.
