A new Executive Director of the Organisation Internationale de la Francophonie
Appointment of Mr Clément Duhaime
Mr Clément Duhaime, former Delegate General of Quebec in Paris (France), was appointed Executive Director of the Organisation Intergouvernementale de la Francophonie on December 2nd, 2005 by Mr Abdou Diouf, Secretary General of the OIF. Mr Duhaime assumed his new duties on January 1st, 2006, replacing Mr Roger Dehaybe who held the position since November 1997.
Prior to his appointment as Administrator, Mr Duhaime was an Advisor to Mr Boutros Boutros Ghali, former Secretary General of the OIF, Permanent representative of the OIF to the European Union in Brussels (1997-1999), and Delegate General of Quebec in Paris.
Mr Duhaime has a Bachelor’s degree in Psychology from the Université de Paris V, René Descartes, and a degree from the Centre des hautes études sur l’Afrique et l’Asie moderne (Institut des sciences politiques-Paris) (Centre of Higher Studies on Africa and Modern Asia, Political Sciences Institute-Paris).
For many years, the OIF has supported strengthening democracy and human rights, and has encouraged legal and judicial cooperation within the francophonie countries.
Between 2001 and 2003, and later in 2004, the OIF requested ICPC to organize two international conferences on crime prevention and community policing.
