Police presence in schools, Quebec

New frame of reference for Police presence in educational institutions in Quebec

In November of 2005, the Table provinciale de concertation sur la violence, les jeunes et le milieu scolaire published a Framework on the presence of police in educational institutions. This framework has succeeded in garnering the support of schools, the police, unions, and other institutions. All of the actors involved in the process were acutely aware and in agreement that joint and effective action is essential as regards to police presence in educational institutions when it is needed or required by school authorities. In addition to encouraging the implementation of preventive actions and programmes, the framework also clarifies the rules governing police intervention.

This document is intended to serve as an information tool. It rests on a modern vision which promotes cooperation between organizations within a democratic society, where police and educational institutions act as partners and pursue a common objective – the general well-being of their community. It calls for better cooperation between these partners not only to ensure the safety of persons and property, but also to educate youths and adults about responsible citizenship.
