Ross Hastings on the problem of resistance to change
Drawing heavily from a recent comparative analysis of the responses to youth at risk in Canada and France, where resistance to change emerged as a recurring theme, Ross Hastings discusses the problem of resistance to change as regards to crime prevention and youth at risk. He comments on the added difficulty of developing crime prevention approaches in a time where emphasis is increasingly placed on a “culture of control”. Hastings also discusses the shifts that have occurred in crime prevention in recent years, and the corresponding new challenges to crime prevention, including having to do more with less resources, increased use of diversion, the diffusion of the penal into other social arenas, and the increased focus on partnerships and the role of the community.
